Tabs Help Request

I am still trying to figure out how to add tabs.  Several people have looked at this, and cannot seem to find a way to add tabs either.  I have gone to the design page, added the tabs gadget.  Unfortunatly, I have no idea where on the design page it is, because it doesn't show anywhere.  If you know how to do this, please speak up and help me.  I have lots of art to put on here, and lots of you want to see it.
